Honestly, being highly noticeable has never really been a keen motivation factor for EA to fix bugs in TS3. Something so basic fundamentally screwing over a core game mechanic seems like a strange bug not to fix for a company Then again most companies don't have a QA department that consists almost entirely of an industrial sized paper shredder.
