The Windows Live ID Sign-in Assistant hasn't changed for two years, and I'm fairly sure that it won't be replaced by a re-installation of Windows Essentials if it's already there. To force a re-installation would, I think, involve removing the directory where it lives before re-installing WE. That directory is. If forcing a re-installation of the service doesn't help and I'm not optimistic , then - in view of the error message - it might be as well to instruct Windows to delay the start of the service until after boot, rather than changing its start-up to Manual.

According to the message, it seems that other program disabled it, not Windows Live Email, I tried to set Windows Live ID Sign-in Assistant automatically delay then there is no error message, but Windows Live Email failed to run due to configuration.
